This is how I see it, Daniel is staying within the limits imposed by the Ascended by not directly telling anyone to perform any actions and not explicitly answering any potential questions. Assuming he already knows the solution and could phase into the chamber and the only reason he hasn't already is because it would be considered blatant interference, breaking down his responses would look like: 1. Daniel: "I always thought there might be a secret chamber here." (This one is fairly simple, but he doesn't straight up say that the chamber is absolutely right here, and he is intentionally speculating out loud. He's basically saying, "It could be here, maybe, or somewhere else, perhaps.") 2. Daniel: "This section talks about how Ra draws his power from the sun." (Reading out loud isn't illegal, apparently.) 3A. Sam: "Can't you just zip into the wall and see if there's something on the other side?" 3B. Daniel: "It's complicated." (He can phase through the wall, and could probably phase the Eye of Ra out of the chamber, but directly handing it over to SG-1 or preventing the Goa'uld from obtaining it is definitely overstepping his bounds.) 4A. Jonas: "Some kind of trigger for a secret door. The rays of the sun reveal all. The rays of the sun... there's no... sunlight. Do you think any light will do?" 4B. Daniel: "It's possible." (He's neither confirming nor denying but still responding in a way that subtly acknowledges that Jonas could be onto something instead of responding dismissively like, "I don't know, maybe there's something missing.") 5A. Jonas: "I thought we were onto something." 5B. Daniel: "You are." (This is probably his most egregious sentence. He's directly confirming their actions, but I suppose it is possible that since he's responding to a general statement and wasn't the one that told Jonas to point the light that he's in the clear.) 6A. Jonas: "It's not working." 6B. Daniel: "It's red." (Referring solely to the color of the mural, not that red has anything to do with the solution.) 6C. Jonas: "What is?" (Literally asking what Daniel was referring to, the mural.) 6D. Daniel: "The rays of the sun on the fresco are red. Sam." (He responds to Jonas first, saying that he was referring to the mural being red, then catches Sam's attention. He doesn't tell Sam to do anything or give her any information, hoping that she can figure it out. She realizes that since her laser is red that she could try it.)

What makes me laugh about this is that Daniel is dead in this season, but Thor is voiced by Michael shanks-the person who plays Daniel Jackson

For me, this episode had the worst story and moment in Stargate due to how poorly Prometheus and SG-1 handled the situation. Failure to use diplomacy properly. Failure to take out the weapon when it was vulnerable(thanks Mitchell, it just destroyed your ship, but I'm sure they're going to play nice once the shields and power are restored). Failure to use in universe abilities to solve problems(they think of using asgard transporters to beam them to where they need to go after realizing they need to get there immediately). This episode was just a way of setting SGC and Earth back in a way that makes you feel for them without doing so in a way that makes sense. TLDR: This episode put the Tauri on the backstep because the Tauri were being lazy and stupid.

The risk assessment was half-assed. I'm pretty sure any decent engineer would know to ask "what if the expected thing didn't happen?". The reason why the other gate wasn't destroyed it's not a single gate, it's 2 gates connected by a wormhole that allows the 2-way transmission of energy. Stargates are repeatedly shown to be remarkably tough in SG1 and SGA. We've seen them survive direct meteor strikes, planetary bombardments, nuclear strikes, entombment in lava, and some other crazy nonsense. The fact that the NID or whatever morons running the numbers always underestimate what a gate can take is just a recurring theme.
